It is not on a trunk.
I've went into the CLI and saw that one of the inpath interfaces was shutdown. We acutally have two routers and each router is connected to an inpath interface, and the inpath that was shutdown was the active HSRP interface.
Does the Steelhead still pass traffic if an inpath interface is shutdown? This is rhetorical since I did see all of the interfaces up and passing traffic as reported under "Interface Counters". I did notice that the inpath1_0 did not show an IP address under the GUI summary but when you clicked to see the details there was an IP assigned.

Is your Steelhead on a trunk?

The traffic is going through both SH. The only physical path between the router and internal network is both steelheads.

I added another Steelhead appliance to a location and both are connected in-line with each other. The redunant Steelhead was put in a few weeks ago with the in-path interfaces disabled. Tonight I tried bringing up the new device by enabling the in-path interfaces on the new device and disabling them on the old one. The new device showed zero connections. Both have the same in-path and peering rules. Why would the new device show zero connections? It showed zero optimized and pass-through connections, while the original Steelhead with optmization disabled showed 760 pass-through connections?
The are in-line like this
Router -> New Steehead -> Old Steelhead -> Network
The WAN side interfaces are on the router side, and LAN interfaces are on the Network side.
I'm a newby to the Steelhead world, so this could be something really simple.
