We don't have a feature like that but you could setup a small test environment to run some traffic through and that might give you the ideas you need.

Is it possible to put a pair of Steelhead devices in some sort of prediction or estimation mode?

We would like to deploy two devices at the end of a link and have them look at the traffic  and not optimize it, and then report back with some estimation figures on what optimization they could do if it was enabled.
