My experience with Pro/E is that performance results are a mixed bag when Pro/IntraLink is used as the PLM tool. Intralink tends to be very chatty and the transactions are lightweight metadata transactions that take place not only between the client and server over the WAN, but also between the server and Oracle database on the LAN. Performance bottlenecks often are not limited to the WAN side. The net-net is that your performance improvement will range from zero to 50% to 60% depending on the a variety of factors including the bulkiness of the data, type of operation, etc.
Customers that have upgraded to or are running Pro/E Wildfire instead of Intralink experience much better acceleration with Riverbed. See the attached performance brief. That being said, please report back your results as you may have a better use case.
