It redirects to SH first, the IC does not maintain any TCP 'state'** for optimized connections.

** In the sense of half open/sequencing/synchronisation etc.

When an IC intercepts the original syn packet with the "probe" from the client side SH, does it simply redirect the packet to the associated server side SH or attempts to establish a 3 way handshake with the client side SH first and only then sends it to the server side SH?
