Generally, it takes a couple of weeks for word of new RCSPs to make it into the right databases so that you can get appropriate access. And since you only passed your RCSP on the 26th, it simply hasn't made it into the system yet.
That being said, since you took the initiative and showed interest, I have granted you both RCSP and Partner permissions in the forum. You should now have that access.
