Branch management is not required.

Yep. So after you create your CMC policies and assign them, you'll need to select the appliance(s) to push to by ticking the box next to them, click on appliance operations and choose 'push'.

Do I have to enable Branch Management?

From the CMC, I went to manage>appliances ...clicked on one of the appliances and chose the drop down under Security Policy to the name of the policy I created and hit apply...then in the list of all appliances, I see the Policy name listed under security policy. Do I have to do something else?

Did you push the policy out to the Steelheads?

Created a security policy for global TACACs settings (server IP and global key) and applied to our steelheads but the policy is not taking. How do I apply a CMC policy to the remote steelheads? Says its applied
